does this cell replace the Hayward [TURBO]cell T-CELL-15. If so what does the turbo mean. Will it make a difference with or without turbo?

Good question. Yes it is a drop in replacement that meets or exceeds factory specs. "Turbo" does not stand for any difference - Hayward calls it that because it is short for "turbulence", because as you can see in the picture how the middle of the cell is slight offset from the inlet/outlet, which creates a little "turbulence" in the water. All of these cells are like that.
