If I did the calculation correct my pool 18,500 gals plus a 4X4 step area. Would it be better to go with 30,000 gal cell instead of pushing the 20,000 gal cell?

Good question. Oversizing is always recommended. The manufacturer size ratings are absolute maximums. You will get more for your money, have a better experience, and get less wear-and-tear on your equipment the bigger you go. Typically you want to choose a system that can handle 1.5 to 2 times your pool size, so this will probably be a good fit!
