Borates won't prevent pH from rising, rather, they mitigate the increase in pH. Borates accomplish this by creating what chemists term a buffer solution. Buffer solutions involve acids, and their conjugate bases or bases and their conjugate acids. Suffice it to say that buffer solutions resist changes in pH and so while salt chlorinators push the pH up, the buffer solution created by borates will help to slow that increase and make it easier to maintain a stable pH in your pool.
