The hard water in your area is definitely an extra challenge for pools. Draining every three years allows a "reset" of any build up of dissolved solids, excess stabilizer, nitrates, and such in the water.
If you choose to go with salt, it just means that you will be purchasing the same start-up amount of salt every three years, or about 290 lbs. per 10,000 gallons.
