For the Pentair IC40 reporting low salt levels, and you have independently tested that the actual salt level is indeed around 3400 ppm, then you would want to follow these general guidelines for a salt cell to see if it needs replacement. Thoroughly clean the cell until there are no solids left deposited on the inside, flush it thoroughly with water. Ensure that you are getting proper water flow so that there is not a pocket of air inside the cell. Verify that the water temperature is not too low (if you happen to encounter this in colder months). Make sure the cable connection between the cell and power supply has clean tight connections. All of these issues can make it harder to pass power through a cell, and can make it look like there is low salt. If these things check out, and if the cell is a number of years old, then it is likely that a cell needs replacement.
