Yes, the APX PERFORMANCE P20 is a compatible aftermarket cell as a replacement for the IC40 chlorine generator, in that it will connect to your existing plumbing and power supply. However, it is generally not recommended to "downsize" a salt cell.
Keep in mind the industry guidelines that you want your cell's max capacity to be at least 1.5x to 2x your actual pool size. So if you have a pool closer to the 10,000 gallon range, then the P20 might still give you an ideal chlorine output capacity - but if your pool is larger you might end up having to run it for very long runtimes at its max settings just to keep up.
Opting for a more powerful salt cell is generally beneficial since it lets you run it less and at lower settings on a normal basis (which helps minimize the wear-and-tear that gets put on it), and then if needed you can "turn it up" and create more chlorine more quickly to knock out potential pool problems before they get worse.
