No, while having similarities, the APX P20 is not directly comparable to a Pentair iChlor30.
While the APX P-series cells can be made to replace the older Pentair iChlor 30, re-plumbing is necessary due to differences in dimensions. The APX P20, P40, and P60 cells are longer like IntelliChlor cells, and iChlor cells are shorter. If you modify your plumbing slightly to allow for a larger gap between your unions, then these items can utilize the same threaded fittings and the same power center; the gap could be enlarged by cutting a small section of piping out nearby, and reattaching the piping with a coupling.
It is also important to note if you are looking at the P20 that it has lower chlorine output than the iChlor30. While you may be able to get by with it if your pool size is well within the P20's capacity, it isn't typically recommended to downsize and you'd want to realize ahead of time that you would have less chlorination capability than you might be used to. If your pool size or usage needs more chlorination power, then a P40 cell may be preferable to the P20.
