No, the Optimum Simple Cell for T15 Replacement cell is an aftermarket cell designed to replace an existing Hayward AquaRite t-cell-15. The Circupool Universal40 has plumbing components (cell and flow switch) which use the same threading of an AquaRite so as to allow easy installation of a complete new salt chlorinator system, but it is a completely different salt chlorinator system and its controller and cell are not interchangeable with AquaRite or other related aftermarket items.
The indications you mentioned, "Check Cell" and "Low Salt", will trigger if an old cell has reached the end of its lifespan since power is unable to pass through the cell properly in the same way as when there is calcium scaling in the cell or a low salt level. Other related things to check which can also cause that would be to ensure that the Universal40 cell type setting has not been inadvertently changed and reads "f-15", that the water temperature is in range and the controller's temperature reading is accurate, and that there is not air in the cell during its operation (ex: ensure you don't get the readings when a variable speed pump is on its low speed operation). If all of those items check out, and if the cell is a number of years old, you can be confident that the cell needs replacement.
