If this APX cell goes bad in the future can I just replace the cell and not the control module?

Essentially, yes. If one of these APX cells were to fail, or wear out, either the "Inner Cell," or blade portion, could be replaced, or the control module could be replaced depending on what actually wore out or otherwise failed.
