Yes, it can be oriented either way without affecting performance.
Can the salt cell be mounted at a slight upward angle or does it need to be perfectly horizontal or vertical. I have a good location to mount the cell but it is on a slight upward, approximately 15 degree angle. I would think it would be fine, bu I just wanted to verify for sure.
