If by transformer you mean the Pentair Power Center (the tan rectangular metal box which your old cell connected to for power) - yes, this aftermarket cell is intended to connect to that box and get powered in the same way that your old cell was. The power center for the ichlor30 (ic30) is the same power center for intellichlor (ic20, ic40, ic60).
Note that you'll have to adjust your plumbing slightly since an ichlor30 cell is shorter than intellichlor cells. If you can handle doing that plumbing adjustment, it will then connect to the existing fittings and power center and resume generating chlorine normally.
