If you are measuring no free chlorine, you're measuring that no chlorine is leftover after it is depleted sanitizing the water, oxidizing waste, or being stripped away by the sunlight (if your stabilizer is too low). So, if you have no warning lights - which essentially confirms you have sufficient salt and electric current reaching the cell and producing chlorine - then you are almost certainly dealing with excessive chlorine demand.
