The flow in the pool system needs to be enough to 1) trigger the system's flow switch, and 2) ensure that the cell stays filled with water. For most salt chlorinators this will happen down to about the 20-30GPM range typically.
If the flow switch doesn't have enough flow, you'll get a no flow light at that time. Note however that if there is not enough flow to keep the cell filled with water, this might not become apparent until later in the day. A tip would be to run your pump at its low-speed operation for a few hours, and then come back to check and look inside the clear cell to confirm that it is still completely flooded and there are no air pockets. If an air pocket does form, incrementally raise your pumps low speed operation setting until this does not occur..
