"Generate" not lit CircuPool SJ-45 Salt Chlorine Generator Salt Chlorinators

The "generate" light does not light up on my SJ45 control box. It is hard to see any possible generated bubble. There appears to be a small increase in residual chlorine, though I have been running the equipment at Level 4. Sould I (1) test the output with a carefully insulated voltmeeter (24VAC?) ; (2) do some other diagnostic, and/or (3) avoid running at Level 4 for more than a few hours? (Note, I had used the old electrode during cool weather (Northern CA, no freeze), and when it seemed to be producing nothing, installed the brand new one. It seems possible neither will generate, i.e. that the problem is in the control box.

If the “Generate” light is not on, please ensure the following:

The salt level is between 3,500–4,000 ppm
The cell has been properly cleaned
Water temperature is above 60°F
The cell is completely filled with water during operation
